1. The idea

Cops to Coaches puts law-enforcement officers on the field with middle-school students as coaches and mentors, not enforcers. Using three simple, universal movements (running, jumping, and throwing), deputies and school resource officers (SROs) become trusted adults in young people's lives. It is built to be all ages and all abilities. Nobody sits out, no one is cut, and growth, not winning, is the point.

Cops to Coaches is a standalone community program. The proven movement engine beneath it is The Science of ThrowingTM, Throwing Zone Athletics' human-centered system for developing potential through running, jumping, and throwing. The program is its own initiative. The Science of Throwing is the system it runs on.

The methodology behind Cops to Coaches was forged in the early 1990s in the South African townships, where The Science of ThrowingTM was born under armed escort and founder Tom Petranoff earned the trust of tribal elders through the universal language of movement. Trust, in other words, has been the program's first product from the very beginning. The American concept traces to the “TEAM” framework co-developed by Mark Swiger and collaborators, using resource officers already placed in schools to build relationships by coaching children in running, jumping, and throwing. Cops to Coaches is the realization of that idea, now powered by a complete system.

3. The opportunity

Cops to Coaches is powered by The Science of ThrowingTM, TZA's proprietary movement system. It uses the same methodology, measurement (TAATTM), and tools (Turbojav®, CoreWhipTM) found in schools and programs worldwide. The program is delivered locally; the system gives it credibility, structure, and measurable results.

Middle school is a pivotal stage that shapes decision-making, confidence, and relationships, and it is a critical window for proactive engagement between law enforcement and youth. Research on community engagement underscores that early, structured, positive contact can meaningfully alter a young person's trajectory. Yet skepticism between communities and the officers who serve them often remains. Structured athletics is a proven conduit for closing that gap. It replaces “hostile territory” perceptions with repeated, positive, human contact, and it gives officers a constructive way to address place-based challenges, from bullying to substance abuse, alongside the schools and families they serve.

4. The model: officers as coaches

Trust is built through repeated, positive contact. When a student sees the same officer each week, and that officer is encouraging them, measuring a throw, and celebrating a personal best, the uniform stops signaling trouble and starts signaling someone in their corner.

A telling example is the radar gun. The same device an officer carries on patrol becomes the tool that clocks a student's throw and shows them, in a number, that they are improving. The instrument does not change. The relationship does. A tool of the job becomes a point of connection, and that is the heart of the program.

5. Built for every student

Cops to Coaches does not sort young people into winners and benchwarmers. It rests on the Four Strategic Hallmarks of The Science of ThrowingTM Systems, expressed in plain terms.

  • All ages, all abilities. Every student takes part at their own level and leaves with a real result. Whether they stand, sit, or roll, no one watches from the sidelines.

  • Individual growth over competition. Students measure against their own last number. Confidence comes from their own progress, which is what keeps them coming back.

  • Safety and durability. Bilateral, multidirectional mechanics build balanced young bodies and prevent the overuse injuries that sideline them. Sound biomechanics always precede performance intensity.

  • Above all, fun. If it is not fun, students do not return and trust is never built. Every session is designed to feel like play.

    6. The engine: measurable progress

    Every session runs the TAATTM loop (Test, Assess, Adjust, Train), converting effort into documented progress. Students establish baselines (velocity, distance, time), coaches read those numbers against sound mechanics, individualize the next session, and deliver correct, high- volume repetition. The output is three numbers each student owns, plus the reporting evidence the agency, schools, and funders can see. Mandatory metrics are simple: velocity, accuracy, and distance.

    The program is designed to be low-lift for a sheriff's office or police department.

Sessions are short and run at one or two middle schools on a cadence that fits officers' shifts. Teaching integrity is maintained through a rigorous certification process, ensuring sound biomechanics always precede intensity.

8. Building the research to replicate

From day one the pilot collects simple, meaningful data: participation and attendance, officer-to- youth engagement, fitness and skill gains, and community feedback. Nothing burdensome, but enough that the founding pilot becomes the research site for the model. That data is what allows the program to be replicated responsibly, county to county, state to state, and ultimately internationally, where The Science of ThrowingTM Systems already operates. The first agency to prove it is the one the national story is built around.

9. Three-year arc

Year 1: Foundation. Certify SROs and deputies, launch the pilot at selected middle schools, host a community launch event, and begin data collection.

Year 2: Impact. Extend to additional schools, add advanced coaching and inter-school events, collaborate with counselors and district student services on mentoring tools, and broaden the metrics.

Year 3: Scaling. Establish regional training hubs and a trainer-certification pathway, host capstone events, secure sustainability partnerships, and refine the pilot into a replicable national playbook.

10. Objectives and outcomes

Objectives. Strengthen relationships between law enforcement and the community; promote physical fitness and healthy habits; equip students with teamwork, decision-making, and resilience; give officers effective tools for mentoring youth; and address community-specific challenges through collaboration.

Expected outcomes. Measurable fitness and skill gains per student; stronger trust between officers and the community; improved decision-making and fewer behavioral issues; and a scalable model that agencies and schools can adopt nationwide.
